Manila: Most parts of Luzon will still experience rains due to the prevailing southwest monsoon or “habagat,” the weather bureau said Thursday. In its weather forecast issued at 4 a.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) indicated that occasional rains will continue over Ilocos Norte, Apayao, and the Babuyan Islands.
