Manila: The Department of Human Settlements and Urban Development (DHSUD) and the Department of Education (DepEd) have signed a memorandum of understanding (MOU) aimed at ensuring the inclusion of basic education services in government housing projects across the nation.
According to Philippines News Agency, DHSUD Secretary Jose Ramon Aliling emphasized that the MOU will establish coordination mechanisms between the two agencies, integrating education planning into the implementation of both public and private housing projects. Aliling stated that having adequate and well-maintained classrooms or schools will significantly contribute to improving the quality of life for residents in these communities.
Under the MOU, the DHSUD and DepEd will work together in planning and allocating school lots and educational facilities within or near resettlement areas and public housing developments. The initiative also involves updating Comprehensive Land Use Plans (CLUPs) to better integrate educational infrastructure into urban planning and to develop joint guidelines for local governments and private developers.
The collaboration aligns with President Ferdinand R. Marcos Jr.’s whole-of-government approach to inclusive development, aiming to deliver education, shelter, and essential services together to enhance the lives of underserved communities. Aliling pointed out that incorporating education into housing developments is crucial for dignity and long-term development, beyond mere convenience.
DepEd Secretary Juan Edgardo Angara highlighted the importance of the initiative, stressing that no child should be left behind due to the inaccessibility of schools. He mentioned that enduring solutions require collaboration among government agencies, local government units, and the private sector.
The agreement, which is valid for two years with the possibility of renewal, is expected to serve as a key framework for synchronizing the country’s shelter and education strategies.
