According to Philippines News Agency, OCD-Bicol spokesperson Gremil Alexis Naz stated that both victims were from Catanduanes province. The fatality was identified as a 48-year-old man from San Jose Poblacion, Viga town, who was swept away by flash floods after returning home to check on his livestock during the height of the storm. This information was provided by the Catanduanes Provincial Disaster Risk Reduction and Management Council (PDRRMC).
