New Clark City:Manila Malacañang announced on Tuesday that the signing of a framework agreement for the upcoming artificial intelligence (AI) industrial hub, part of the US-led Pax Silica initiative, is anticipated before the end of the year.
According to Philippines News Agency, this follows the submission by the Bases Conversion and Development Authority (BCDA) of the proposed legal framework to President Ferdinand R. Marcos Jr., which will govern the use of the planned industrial park in New Clark City.
Palace Press Officer Claire Castro stated in a press briefing that the agreement is expected to be signed before the end of 2026. She mentioned ongoing discussions between the BCDA and its US counterparts regarding the partnership details.
The BCDA has submitted the legal framework for the 1,620-hectare advanced manufacturing park in New Clark City to the President through the appropriate channels. However, Castro noted she could not yet confirm if President Marcos had received the proposal.
Pax Silica, led by the United States, aims to enhance supply chains for AI, semiconductors, critical minerals, and other strategic technologies. In the Philippines, it plans to establish a high-tech manufacturing and innovation hub in New Clark City as part of the Luzon Economic Corridor.
The proposed industrial hub is designed to position the Philippines as a significant player in global technology supply chains by drawing investments in advanced manufacturing and related industries. The BCDA estimates the project could attract investments between USD40 billion and USD70 billion and create 130,000 to 190,000 high-quality jobs upon full development.
The framework agreement is expected to lay the foundation for collaboration between the Philippines and the US in developing the industrial hub.
