Baguio city: A proposal has been revived in Baguio City mandating motorcycle and bicycle riders to wear reflectorized vests at night and during times of low visibility due to fog. “The new proposal lays down clear rules to safeguard motorcycle and bicycle riders by requiring the use of high-visibility vests within the city’s territorial jurisdiction,” Jordan Habbiling, Baguio City Council information officer, said in an interview on Tuesday.

According to Philippines News Agency, the proposal, reintroduced by Councilor Leandro Yangot Jr., aims to ensure rider visibility on the road to prevent accidents. A similar proposed ordinance was introduced in 2020 but was left pending with the Baguio Traffic and Transportation Technical Working Group, where it was referred to for study, comments, and recommendations.

Under the measure, the vest must be made of fluorescent material such as neon green, yellow, or orange, and must have reflective strips in both front and back. “It must be fit to the rider wearing it for ease of movement,” Habbiling said.

If passed, the measure will be enforced by the Public Order and Safety Division (POSD) and the Baguio City Police Office (BCPO). In a message, Yangot expressed hope for a favorable outcome of his proposal. “I hope the proposal will already be passed this time because as we can see, the fog in our area is so thick, especially when it is raining,” he said. He added that this vest will not be expensive as there are many manufacturers of it.
