Davao: Representatives from various government agencies and civil society organizations have officially established the Crisis Communication Cluster in the Davao Region to enhance communication methods during disasters.

According to Philippines News Agency, the initiative aligns with the National Disaster Risk Reduction and Management Plan (NDRRMP) 2024, which emphasizes integrating early warning systems with risk communication.

In an interview, Rene Carbayas, regional director of the Philippine Information Agency (PIA) 11, stated that the cluster aims to create an end-to-end communication system, ensuring messages reach the ‘last mile’ to mitigate disaster impacts. The region is susceptible to threats from floods, landslides, and climate change effects.

Carbayas emphasized that communication plays a crucial role during crises, aiming to calm fears, save lives through accurate information, and maintain public order. The cluster will utilize the Joint Information System to integrate incident data and public affairs, ensuring consistent and comprehensive information during emergencies.

The roles and responsibilities of each member of the cluster are being defined, in alignment with the NDRRMP and a directive from President Ferdinand R. Marcos Jr. for full implementation. Once operational, the Crisis Communication Cluster will form the Joint Information Center (JIC), which will be led by PIA-11.

The JIC will function as the nerve center for the Regional Disaster Risk Reduction and Management Council’s news operations and as a central contact point for media outlets. It aims to enhance collaboration among RDRRMC Response and Early Recovery member-agencies, ensuring unified messaging and efficient information sharing.
