Cayetano Advocates for Dedicated Disaster Rehabilitation Body in the Philippines

Manila: Senate Minority Leader Alan Peter Cayetano has reiterated the need for a specialized disaster rehabilitation body, emphasizing the importance of sustained rebuilding efforts in communities affected by calamities, following the conclusion of initial relief operations. Cayetano's call comes after his visit to earthquake-impacted areas in the Davao Region, Sarangani, and General Santos City on June 23.

According to Philippines News Agency, Cayetano highlighted the Filipino government's proficiency in providing immediate relief but pointed out the lack of sufficient attention towards long-term rehabilitation. He cited past events, such as the 2013 Bohol earthquake, whose recovery efforts were overshadowed by Super Typhoon Yolanda, along with subsequent crises like the Marawi siege and the Covid-19 pandemic, as examples of disrupted recovery efforts.

Cayetano emphasized the necessity for a dedicated agency that would ensure the continuity of rehabilitation programs, even as public focus shifts to new disasters. He argued that while existing agencies are capable, their efforts are often scattered without a centralized body to oversee rehabilitation.

Cayetano has introduced Senate Bill No. 105, proposing the creation of an Emergency Response Department tasked with comprehensive disaster management, from risk mitigation to rehabilitation, using a science-based and community-focused approach. He noted the significant rehabilitation needs in General Santos City, which requires attention to approximately 34,000 houses and 69 major public infrastructure projects, as well as similar needs in Sarangani, Davao Oriental, and Sultan Kudarat.

Highlighting the importance of accountability and focus in disaster-related tasks, Cayetano stressed the need for a single, identifiable office dedicated to disaster mitigation and rehabilitation efforts.
