Manila: The city government is taking steps to rezone part of the Pasonanca Protected Area to facilitate the construction of a water impounding dam. This initiative aims to address the persistent water shortages experienced during extended dry spells.
According to Philippines News Agency, Gerry Pollisco, the chief of the Office of the City Environment and Natural Resources, stated that rezoning is a requirement set by the Protected Area Management Board (PAMB) for the dam's construction within the Pasonanca watershed. The city has allocated PHP75 million for this project to assist the Zamboanga City Water District (ZCWD) in enhancing its water supply capacity during drought periods.
Pollisco emphasized the necessity of the rezoning process, as the proposed site for the impounding dam is part of a protected watershed governed by environmental protection laws. The PAMB has already granted clearance for the project, contingent upon rezoning a specific portion of the protected area to legally permit the development.
The Pasonanca Protected Area plays a significant role in the city's environmental sustainability, contributing to water conservation, biodiversity protection, and flood mitigation. Dr. Elmeir Jade Apolinario, head of the City Disaster Risk Reduction and Management Office, explained that the impounding dam is designed to collect and store water during the rainy season for use during dry months. The project aims to provide a long-term solution for the ZCWD to manage potable water scarcity during prolonged droughts.
Currently, the ZCWD is implementing a 12-hour water rationing due to a supply shortage, relying solely on surface water.
