DOTr Seeks ASEAN Collaboration for Philippine Rail System Development

Manila: Acting Transportation Secretary Giovanni Lopez has extended an invitation to investors and development institutions from member states of the Association of Southeast Asian Nations (ASEAN) to contribute to the development and investment in the Philippine mass rail transit systems. This invitation was made during the ASEAN Rail Conference (RailCon) 2026 held in Mandaluyong City.

According to Philippines News Agency, Lopez emphasized the potential for ASEAN countries to assist the Philippines in accelerating the completion of significant railway projects. These include the North-South Commuter Railway, Metro Manila Subway Project, and Metro Rail Transit Line 7. Lopez underscored the transformative impact these projects could have on Philippine transportation and highlighted the necessity of collaboration with ASEAN partners to realize these changes.

These initiatives align with President Ferdinand R. Marcos Jr.'s directive to enhance the commuter experience by developing a modern, efficient, and integrated railway system. Lopez stressed the Philippines' commitment to cooperating with ASEAN partners and development institutions to advance a rail system that supports sustainable development and improves the quality of life.

Lopez also pointed out the establishment of the Philippine Railways Institute, which aims to ensure the country's railway systems are supported by competent and safety-oriented personnel. During the event, Deputy Secretary-General for the ASEAN Economic Community Satvinder Singh emphasized the importance of sustainability, resilience, innovation, digital transformation, safety standards, long-term investment, and human resource development in advancing railway development and operations in the region.

The two-day ASEAN RailCon 2026, running from June 18 to 19, aims to enhance cooperation, knowledge sharing, and technical collaboration among ASEAN member states. It seeks to address shared challenges and maximize opportunities in the railway sector, fostering a collective commitment toward advancing technology, improving railway operation and maintenance, and developing human capital for a safer, more efficient, and sustainable ASEAN railway network.
