Jaipur: The Philippines has moved to Level 5 in the Universal Postal Union’s (UPU) Integrated Index for Postal Development (2IPD) ranking in the world, as announced at the first Asia Pacific Postal Leaders Forum in Jaipur, India.
According to Philippines News Agency, Philippine Postal Corporation (PHLPost) Postmaster General and Chief Executive Officer Luis Carlos stated that the increase in ranking demonstrates the country’s dedication to advancing its postal services through good governance, strengthening nationwide connectivity, and maintaining transparency in its operations.
The 2IPD ranking evaluates the performance and development of postal systems globally. The key metrics used by the UPU for this assessment include reliability, reach, relevance, and resilience. The Philippines was previously ranked fourth in both 2022 and 2023.
Carlos expressed his ambition to further advance to Level 6 by the end of President Ferdinand R. Marcos Jr.’s term. He noted the delight in moving another notch higher, acknowledging the UPU’s recognition of the Philippines’ progress. The PHLPost has focused on modernizing and enhancing postal services in line with international standards.
To improve its Integrated Index for Postal Development Score, particularly in reliability, PHLPost has collaborated with Japan’s Ministry of Internal Affairs and Communications and Japan Post. This collaboration aims to enhance mail dispatch and operations.
The scorecard is based on the International Quality of Service system, which evaluates the efficiency and reliability of postal services. It emphasizes on-time delivery, compliance with set transit times for international mail, end-to-end tracking, data accuracy, and operational compliance.
Carlos highlighted that improved mail and parcel delivery systems and expanded partnerships with e-commerce platforms have been key to PHLPost’s increased ranking. These improvements have enhanced the efficiency and accessibility of postal services nationwide, with domestic and international express mail delivery prices now 40% lower compared to leading couriers.
He assured the public of PHLPost’s commitment to further enhance its operations to remain competitive and resilient in the digital world.
