Bacolod city: The Department of Health-Negros Island Region (DOH-NIR) has disbursed PHP206.26 million in financial assistance to indigent patients in Negros and Siquijor. This financial support followed the establishment of the country's newest administrative region in June 2024.
According to Philippines News Agency, the assistance was provided under the Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP) Program, benefiting 38,204 patients. The majority of the funds, PHP157.38 million, were allocated to patients in Negros Occidental, while Negros Oriental received PHP23.98 million. Siquijor was allocated PHP14.54 million, and Bacolod City received PHP10.36 million.
DOH-NIR Director Razel Nikka Hao highlighted the importance of financial protection in healthcare access, stating that affordability is a significant barrier for many families. She reported that through the MAIFIP, over 38,000 individuals received assistance, ensuring comprehensive coverage for all eligible beneficiaries.
The DOH-NIR has also made strides in expanding access to primary care and essential medicines. Thirty-four public and private facilities in Negros and Siquijor have achieved accreditation under the Philippine Health Insurance Corp.'s Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) Program. Hao noted that more than 434,000 first patient encounters have been recorded, indicating earlier intervention in patient care.
In addition, 59 out of 63 local government units in the region have accredited Yaman ng Kalusugan Program (YAKAP) facilities. These facilities offer free outpatient consultations, diagnostic tests, and up to PHP20,000 worth of medicines annually. Other outpatient package providers are also in place, including 49 for maternal care, 60 for tuberculosis, and 38 for animal bite treatment.
Hao emphasized the need to increase access points for other benefits such as mental health, severe acute malnutrition, and oral health to enhance healthcare services in the region.
