Lacson Eyes Former DPWH Chief for Blue Ribbon Committee Inquiry

Manila: Senate President Pro Tempore and Blue Ribbon Committee Chair Panfilo Lacson announced that the committee is considering focusing its next hearing on unresolved issues involving former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan. Lacson emphasized the need for Bonoan to address several matters, including a 'pattern' of incorrect grid coordinates in flood control projects, as highlighted in a report submitted to President Ferdinand R. Marcos Jr.

According to Philippines News Agency, Lacson mentioned in radio interviews that Bonoan has issues he needs to clarify and that he is currently in the country, which would enable him to address these concerns. During the committee's previous hearing, DPWH Undersecretaries Arthur Bisnar and Ricardo Bernabe III presented data indicating that more than 86 percent of flood control projects had incorrect grid coordinates.

Lacson stated that if only a few projects were affected, the errors might be due to negligence; however, the widespread nature of the issue suggests "deliberate action." He noted that such incorrect data submissions could have significant implications, potentially weakening cases related to alleged ghost flood control projects.

Lacson explained that if a legal case uses data from the 'Sumbong sa Pangulo' website as evidence, the defense might challenge the credibility of the website, which could be a long-term motive for submitting incorrect data. He further warned that Bonoan could face contempt charges and possible detention by the Senate if he evades questions during the inquiry.
