ICI to Review Contract of Damaged Flood Control Project in Davao

Davao city: The Independent Commission for Infrastructure (ICI) will review the contract for the Matina Gravahan flood control dike after a joint inspection with the Department of Public Works and Highways on Wednesday. ICI Special Adviser Rodolfo Azurin Jr. stated that the project’s structural integrity is in question after it sustained damage less than two years after completion.

According to Philippines News Agency, Azurin emphasized the need to revisit the contract to determine possible sanctions against the contractor and those involved in the project’s implementation. The inspection covered the flood control dike and rockfall netting at Junction Shrine Hills along the Davao City Diversion Road. Azurin noted that the extent of damage within a short period warrants investigation, suggesting that it might be related to the materials used.

The project, which began in 2021 and was completed in 2023, suffered damage in February 2024. However, repairs have been delayed due to funding issues and a dispute between the contractor and a landowner. In September, DPWH-11 announced plans to mediate between the parties to expedite repairs.

Azurin also mentioned that the commission is currently investigating 421 flood control projects nationwide, highlighting the importance of ensuring the integrity and effectiveness of infrastructure projects across the country.
