Government Considers Legal Action Against Universal Robina Corp Over Negros Wastewater Spill

Manila: President Ferdinand R. Marcos Jr. has ordered an investigation into a massive wastewater spill from the Universal Robina Corp. (URC) Bais Distillery in Negros Oriental, as potential sanctions and legal action are under review due to the resulting environmental and livelihood damage.

According to Philippines News Agency, Palace Press Officer Claire Castro stated during a media briefing in Malaca±ang that the President was promptly informed of the incident. He directed the Department of Environment and Natural Resources (DENR) to work with the Philippine Coast Guard and local government units for urgent containment efforts. The DENR has already engaged with URC Bais Distillery officials, mandating immediate measures to address the spill.

The Bureau of Fisheries and Aquatic Resources (BFAR) has advised affected residents to temporarily cease fishing and collecting aquatic products to prevent health hazards. Castro noted that authorities are considering filing charges against URC for potential violations of Republic Act (RA) 11038, also known as the Expanded National Integrated Protected Areas System (NIPAS) Act, which pertains to the Tanon Strait Protected Seascape near the affected area.

The Palace’s statement comes amid increasing outrage in Negros Oriental, where approximately 255,000 cubic meters of wastewater spilled into Bais Bay and nearby coastal regions following the collapse of the distillery’s lagoon wall on October 28. This incident has led to mass fish kills, pollution, and the displacement of coastal families and businesses.

In response, the Manjuyod local government has declared a 90-day state of calamity, while the provincial government reported the loss of around 10,000 milkfish fingerlings at its aquaculture complex in Barangay Panambalon. Local officials are demanding accountability and long-term preventative measures.

Meanwhile, fisherfolk and residents have organized protests outside the URC facility, demanding compensation and immediate aid as the environmental impact continues to affect Negros Oriental’s coastal communities.
