Cebu city: Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian led the launch of the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP), a new initiative aimed at building climate-resilient communities. The event took place at the Blu Radisson Hotel in Cebu City, marking a significant shift in community-driven development strategies.
According to Philippines News Agency, the Panahon ng Pagkilos is designed as the successor to the long-running Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS). The KALAHI-CIDSS program, implemented over two decades, facilitated the development of more than 91,000 community sub-projects, impacting over 24 million households nationwide. The new project continues the theme of community empowerment but adds a focus on climate change resilience.
The Panahon ng Pagkilos will benefit 500 municipalities across 49 provinces, particularly those with high poverty incidence and exposure to environmental hazards. It aligns with President Ferdinand Marcos Jr.’s directive to empower communities at the grassroots level, ensuring they can withstand the challenges posed by climate change.
The event also coincided with the 2025 Local Chief Executives Forum, where the accomplishments of KALAHI-CIDSS were celebrated. Local government units (LGUs), instrumental in the program’s success, were recognized for their contributions. The Tatak KALAHI-CIDSS LGU Awards honored 16 LGUs for their leadership in implementing community-driven development principles. Partner organizations received special citations for their role in community development and resilience.
Additionally, the DSWD and Ayala Foundation Inc. presented the ’20-Year Journey’ coffee table book, chronicling the transformative experiences and milestones of the KALAHI-CIDSS program. Over 500 delegates attended the forum and launch, underscoring the robust collaboration among LGUs, national agencies, and development organizations.
