Dagupan City Records PHP130-M Initial Fishery Damage Due to Super Typhoon Uwan

Dagupan city: The city government of Dagupan has reported PHP130 million in initial damage to fisheries due to Super Typhoon Uwan (international name Fung-Wong), according to the Bureau of Fisheries and Aquatic Resources (BFAR) Ilocos regional office on Thursday.

According to Philippines News Agency, in an online forum, BFAR Regional Fisheries Training and Fisherfolk Coordination Division officer-in-charge Martin Allayban said the damage is more on fish cages and fishponds, affecting 919 operators as of Tuesday. He mentioned that it included bangus (milkfish) and high-value fish like malaga and lapu-lapu, among others.

“We will do a rehabilitation plan to help the affected residents (fisherfolk),” Allayban said. He added that prior to Uwan, they advised the fisherfolk and fish pond operators to conduct forced harvests to lessen their losses, resulting in bangus prices going down from PHP150 to PHP200 per kg. to PHP80 to PHP100 per kg.

Allayban also noted that damage assessment to fisheries in other local government units in Pangasinan is ongoing. Dagupan City is under a state of calamity due to the massive impact of Uwan, which battered Luzon and several areas in the Visayas over the weekend. As a chartered city of Pangasinan, it is not covered by the provincial government’s earlier declaration of a state of calamity.

Resolution No. 8469-2025 – passed on Monday during the city council’s special session and published on Tuesday afternoon – states that the declaration will enable the city government to access and mobilize the Local Disaster Risk Reduction and Management Fund (LDRRMF) and Quick Response Fund (QRF) for immediate relief, recovery, and rehabilitation efforts. The declaration will also allow emergency procurement under Republic Act 9184, or the Government Procurement Reform Act, to fast-track life-saving and response operations.

This is the third time this year that Dagupan City has been placed under a state of calamity due to the effects of weather disturbances. There are no reported casualties in the city due to Uwan, according to City Disaster Risk Reduction and Management Office emergency operations head Michael Caguioa in a phone interview on Wednesday.
