Concepcion: The Department of Agriculture (DA) announced on Monday the launch of PHP71.52 million worth of farm-to-market road (FMR) projects in Concepcion, Tarlac. This initiative is in collaboration with the Department of Public Works and Highways (DPWH), following a memorandum of agreement (MOA) signed on September 10. The MOA outlines the construction of four road projects spanning a total of 5.43 kilometers.
According to Philippines News Agency, DA Secretary Francisco Tiu Laurel Jr. emphasized the importance of these FMR projects in reducing transportation costs and enhancing the logistics for moving agricultural commodities. "Farm-to-market roads are shortcuts for the development and prosperity of our farmers and rural communities," Laurel stated.
The FMR projects will benefit roads in Barangays Balutu, Santiago, Castillo, and a connecting road between Balutu and Panalicsican. The Santiago road has the highest allocation, with PHP21.89 million dedicated to its 1.51-kilometer stretch. The Castillo project follows with a 1.56-kilometer road costing PHP19.85 million. Additionally, there is a PHP14.89 million investment for both the 1.16-kilometer Balutu project and the 1.21-kilometer Balutu-Panalicsican road.
Laurel further noted the DA's commitment to completing these projects swiftly to enable farmers to transport their products more efficiently. The DA's responsibilities include setting FMR standards, reviewing engineering designs, managing budget releases, and monitoring project progress.
To ensure proper spending, procurement will require the DA's No Objection Letter, and there will be joint validation and geotagging of project sites. Funds will be disbursed in three tranches: 50% upon approval of project documents, 30% post-liquidation, and the final 20% after an audit and submission of an operations and maintenance plan. A third-party audit is mandatory before the final payment.
The DPWH will manage procurement, contract awards, construction supervision, quality control, and contractor compliance. The DA, DPWH, and local governments will jointly oversee final inspections and project turnover.
Public involvement is encouraged through the FMR Watch, an online transparency portal where citizens can track project progress, upload photos, and provide feedback or complaints about FMR implementation.
