Manila: The Criminal Investigation and Detection Group (CIDG) is expected to submit its full report on the deaths of student-athletes Rene Baterbonia and Divine Adili to the Department of Justice (DOJ) on Tuesday, Interior Secretary Jonvic Remulla said Thursday. Speaking to reporters in a chance interview outside the CIDG headquarters at Camp Crame, Remulla stated that investigators are still completing the fact-finding process and gathering statements from key resource persons.
According to Philippines News Agency, Remulla mentioned that he has consulted with the parents of the deceased, other players, and their lawyers, all of whom have agreed that the proceedings have been "very fair." However, he noted that the report is not yet complete. "Bukas 'yung mga coaches ang subpoena nila, and siguro mga Martes dadalhin na namin sa DOJ ang full report namin," he said, indicating that the coaches are scheduled for subpoenas and the full report will likely be submitted by Tuesday.
Remulla also noted that the resigned Ateneo de Manila University men's basketball coach Thomas Anthony "Tab" Baldwin is expected to appear before the CIDG on Friday. He asserted that a subpoena is a legal obligation, and failure to attend could result in Baldwin being cited for contempt. Other coaching staff members are also set to meet with investigators on Friday as part of the ongoing probe.
Authorities are currently waiting for a statement from one player or coach who is out of the country. CIDG investigators have established a timeline of events, including the team's decision-making process leading to the team-building activity during which the two student-athletes drowned. Remulla indicated that the investigation would be 99-percent complete following the coaches' statements. He also cautioned against making early conclusions about liability, emphasizing that while potential liability exists due to the deaths, it is too early to determine culpability.
Philippine National Police chief Gen. Jose Melencio Nartatez Jr. has noted similarities in the statements provided by resource persons, with the probe reportedly about 80 percent complete. He stated that the investigators are examining possible liabilities and potential shortcomings on the part of Ateneo de Manila University, as well as exploring the possibility of hazing-related charges.
Furthermore, the Bureau of Immigration (BI) announced the receipt of an Immigration Lookout Bulletin Order (ILBO) against Baldwin and four other Ateneo officials. "The office has received the ILBO issued by the Department of Justice against Mr. Thomas Anthony 'Tab' Baldwin, Mr. Christopher Quimpo, Mr. Reynaldo Jacinto Jr., Mr. Dean Casta±o, and Mr. Sandro Soriano," BI spokesperson Dana Sandoval stated. Their names have been added to the BI's database for close travel monitoring, ensuring that any travel by these individuals through the country's airports will be immediately reported to relevant government agencies.
