Manila: The Climate Change Commission (CCC) is conducting an extensive review of its organizational structure, resources, and operations to enhance efficiency and accelerate the delivery of climate programs in response to the nation's increasing climate risks. In a recent announcement, CCC Vice Chairperson and Executive Director Robert E.A. Borje emphasized that the agency is implementing this review through its Optimization Program, which features strategic and operational planning workshops involving representatives from various divisions, units, and offices within the organization.
According to Philippines News Agency, Borje highlighted the necessity of this initiative by pointing out the ongoing and complex risks climate change poses, as evidenced by recent extreme weather events. The goal of the review is to strengthen the CCC's ability to organize, plan, and execute its programs, ensuring that policies translate into timely and effective actions at the grassroots level.
The workshops are primarily focused on aligning institutional priorities and have pinpointed areas requiring improvement while bolstering internal coordination within the Commission. The CCC aims to enhance its capacity to implement national climate adaptation and mitigation policies by improving its use of climate data and science, as well as its measurement, reporting, and verification (MRV) and monitoring, evaluation, accountability, and learning (MEAL) systems. These enhancements are expected to improve the organization's planning, monitoring, and decision-making processes as the country's climate risks and needs continue to evolve.
CCC Deputy Executive Director Romell Antonio Cuenca underscored the importance of this ongoing effort to review and refine the Commission's structure and processes, which is crucial for delivering responsive public services. Cuenca stated that by continuously improving their structure, processes, and priorities, the Commission aims to become more effective in executing climate actions for the Filipino people.
The CCC's Optimization Program is part of a larger Government Optimization Program under the administration of President Ferdinand R. Marcos Jr., which seeks to make the bureaucracy more efficient and responsive. The Commission reiterated its commitment to ongoing improvements in internal coordination and operations, striving to enhance the delivery of climate policies and programs that support climate resilience and sustainable development.
