Quezon city: The Bureau of Corrections (BuCor) and the Integrated Bar of the Philippines Quezon City Chapter (IBP-QC) have taken a significant step towards alleviating the issue of penal congestion in the Philippines by signing a memorandum of agreement (MOA).
According to Philippines News Agency, the agreement was signed by BuCor Director General Gregorio Pio Catapang Jr. and IBP-QC President Rowell Ilagan during a ceremony at the Old Hall of Justice Building in Quezon City. This collaboration signifies the dedication of both organizations to enhance the penal system and improve the lives of inmates.
Catapang emphasized that the partnership aligns with the initiatives of President Ferdinand R. Marcos Jr. and the Supreme Court to tackle the pressing issue of overcrowding in penitentiaries. The collaboration is aimed at streamlining the processing of persons deprived of liberty (PDLs), with BuCor receiving essential support in accurately calculating time served, obtaining necessary release documents, and facilitating access to alternative modes of release.
With BuCor’s role in the custody and rehabilitation of national offenders and the IBP’s extensive membership of over 13,000 legal professionals, this partnership brings significant manpower and expertise to the effort of reforming the penal system. Catapang stated that the MOA demonstrates their commitment to uphold the rights and dignity of PDLs, ensuring their well-being while paving the way for meaningful reforms and timely access to justice for those deprived of liberty.
