Legazpi: The provincial government of Albay has suspended the exportation of all quarry materials sourced from the province to destinations outside the Bicol Region. In Executive Order No. 35, Governor Noel Rosal announced that the suspension is effective immediately and will remain in place until November 3. Exceptions to this prohibition may be granted on a case-by-case basis.

According to Philippines News Agency, the order aims to regulate the quarry materials’ exportation for long-term sustainability, protect local use, and ensure a safe and stable environment. The executive order specifies that exemptions can be considered for quarry materials intended for national or local government infrastructure projects located outside the Bicol Region. This is contingent upon the project being of significant public importance, as verified by the Department of Economy, Planning, and Development or the local planning and development office. Furthermore, there must be no alternative resources reasonably available in the project area, and the volume of materials exported must be limited to what is necessary for the project’s completion, as certified by the Albay Provincial Environment and Natural Resources Office and the Albay Provincial Engineering Office.

Exemptions will also be granted if quarry materials are required for urgent disaster response or post-calamity rehabilitation outside of the region. The executive order further states that any violation will result in the cancellation of existing quarry and hauling permits.
