Manila: The Supreme Court (SC) has affirmed the decision of the Sandiganbayan convicting former Pagsanjan, Laguna Mayor Jeorge ‘ER’ Ejercito Estregan of graft for awarding a contract to an unlicensed insurance company without public bidding.
