Manila: University of the Philippines (UP) professor and Project Nationwide Operational Assessment of Hazards (NOAH) executive director Mahar Lagmay on Tuesday emphasized the importance of implementing science-based solutions in the government's efforts to mitigate flooding.
According to Philippines News Agency, Lagmay highlighted the comprehensive and scientifically grounded nature of the government's Oplan Kontra Baha campaign, initiated by President Ferdinand R. Marcos Jr. last year. The campaign aims to address the issue of clogged and polluted waterways and drainages in Metro Manila to minimize flooding during heavy rains. Lagmay explained that by coordinating with the Department of Public Works and Highways (DPWH), they provide designs to ensure cost efficiency and effective flood reduction through strategic infrastructure development.
Lagmay also pointed out the necessity of long-term flood management solutions, such as tree planting and the creation of retention basins, alongside short-term efforts like maintaining clean surroundings, dredging, and adding pump stations. He stressed the significance of public awareness and evacuation from hazard-prone areas during tropical cyclones, underscoring the need for multiple solutions in regions that frequently experience flooding.
Education on avoiding flood-prone areas and proper land-use planning to protect critical structures like schools, settlements, and hospitals from hazardous zones were also emphasized by Lagmay as vital components of effective flood mitigation strategies.
