Senators Make Their SALNs Public; Tulfos, Zubiri Richest

Manila: Senators Raffy and Erwin Tulfo, along with Senate Majority Leader Juan Miguel Zubiri, emerged as the wealthiest members of the Senate, according to certified true copies of their Statements of Assets, Liabilities, and Net Worth (SALNs) released by the Senate Secretariat.

According to Philippines News Agency, while most senators filed their SALNs as of Dec. 31, 2024, several lawmakers submitted updated or amended filings between May and June 2025 to reflect new asset valuations, acquisitions, or corrections, as per the notarized copies on record.

Based on the documents, Sen. Raffy Tulfo and his wife, ACT-CIS Rep. Jocelyn Tulfo, declared a net worth of PHP1.05 billion, making them the richest among their peers. Their assets included PHP376.8 million in real properties and PHP676.1 million in personal properties such as several vehicles and luxury items, including a PHP14-million bulletproof Cadillac Escalade (2024 model), Toyota vehicles, and various bank deposits. The couple declared no liabilities.

Sen. Erwin Tulfo ranked second with a net worth of PHP497 million, declaring PHP656.3 million in total assets and PHP159.3 million in liabilities. His filing listed residential properties, investments, jewelry, and registered firearms.

Zubiri followed closely with PHP431.7 million in net worth. His SALN showed PHP631.7 million in total assets, including PHP114.7 million in real properties spread across Cagayan de Oro, Batangas, Makati, Palawan, and Camiguin, and PHP517 million in personal properties.

Completing the top five were Senate President Pro Tempore Panfilo Lacson with PHP244.9 million and Robinhood Padilla with PHP244 million. Sen. Lito Lapid ranked sixth with PHP202 million, declaring PHP294.3 million in assets and PHP92.3 million in liabilities, followed by Senate President Vicente Sotto III with PHP188.8 million, who listed PHP465.6 million in total assets and PHP276.7 million in liabilities.

Sen. JV Ejercito reported PHP137 million, reflecting PHP179 million in total assets and PHP41.9 million in liabilities. Sen. Pia Cayetano declared PHP128.3 million, with PHP151 million in assets and PHP12.7 million in liabilities.

Sen. Win Gatchalian listed PHP89.5 million, including condominium units worth PHP40 million and multiple stock investments. Sen. Bam Aquino declared PHP86.5 million, while Sen. Loren Legarda had PHP79.2 million.

At the lower end of the list, Sen. Joel Villanueva reported PHP49.5 million, Sen. Francis Pangilinan had PHP26.7 million, Sen. Risa Hontiveros declared PHP18.98 million, and Sen. Francis Escudero had PHP18.84 million, the lowest among those who filed. Escudero’s SALN listed PHP11.7 million in cash and inherited properties, while Hontiveros’ assets consisted primarily of her residence and personal savings.

The Senate Secretariat said that as of October 2025, the SALNs of Senators Imee Marcos, Alan Peter Cayetano, Ronald dela Rosa, Jinggoy Estrada, Bong Go, Rodante Marcoleta, Camille Villar, and Mark Villar have yet to be made public. Under Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, all government officials are mandated to file their annual SALNs to uphold transparency and accountability in public service.
