Manila: The Senate on Wednesday unanimously adopted a resolution seeking to institutionalize transparency and accountability mechanisms in the national budget process. Senator Sherwin Gatchalian, chairperson of the Senate Committee on Finance and sponsor of the measure, introduced Senate Concurrent Resolution No. 4 (SCR 4) with the aim of ensuring public access to and analysis of budget documents throughout the appropriations process.
According to Philippines News Agency, Gatchalian emphasized in his sponsorship speech that the resolution reflects the Senate’s commitment to honest governance, empowering citizens to scrutinize the allocation, amendment, and approval of public funds. Under the measure, both the Senate and the House of Representatives are required to upload documents such as the General Appropriations Bill (GAB), committee reports, and plenary deliberation records on their websites in machine-readable formats for effective public analysis.
The resolution further establishes an online platform for the public to submit suggestions, analyses, or criticisms of the national budget. During interpellation, Senator Erwin Tulfo expressed concerns about managing potentially high volumes of citizen feedback. Gatchalian assured that the Senate would explore cloud-based solutions and consult its IT department to handle the digital infrastructure needs.
Senate President Francis ‘Chiz’ Escudero proposed the use of artificial intelligence tools to manage the expected volume of submissions. Senator Panfilo Lacson supported the measure after securing commitments from Gatchalian for transparency in budget amendments. Lacson emphasized the importance of public disclosure of proponents’ names and amendment histories to justify budget allocations and necessary deductions.
SCR 4 was filed in response to President Ferdinand R. Marcos Jr.’s call for greater transparency in flood control and infrastructure spending during his 2025 State of the Nation Address. The resolution complements the President’s initiative, sumbongsapangulo.ph, a platform for reporting irregularities in flood control projects and accessing related data.
