Satellite-Based Tools and AI to Enhance Philippine Food Security

Manila: The Department of Agriculture (DA) announced its strategic plan to employ satellite-based tools and artificial intelligence (AI) to enhance food security across the Philippines. This initiative, in collaboration with the Philippine Space Agency (PhilSA), is structured under a five-year framework aimed at leveraging advanced technology to bolster agriculture, fisheries, disaster response, and climate-resilient planning.

According to Philippines News Agency, DA Secretary Francisco Tiu Laurel Jr. emphasized the initiative's focus on data-driven decision-making to strengthen food security and improve the livelihoods of farmers and fisherfolk. He remarked, "Definitely, we are not sending our farmers to space. What we are bringing down from space is information, technology, and better tools for decision-making."

The framework is designed to utilize Earth observation and geospatial data to rapidly assess agricultural damage, enhance irrigation systems, and safeguard food production against floods, droughts, and other climate-related risks. Tiu Laurel highlighted the importance of connecting satellite observations with on-the-ground realities, stating, "From space, a satellite can see a flood. From the ground, a farmer sees a lost harvest. Our job is to connect those two views."

Key functions of the satellite-based technologies include monitoring crop conditions, creating hazard maps for floods and droughts, and identifying areas at risk of agricultural damage. Additionally, these technologies aim to provide yield forecasts, track pests and diseases, and evaluate soil conditions. For the fisheries sector, the framework will help identify productive areas for fishing and aquaculture.

PhilSA will be responsible for supplying satellite data and offering technical support through the acquisition, processing, and analysis of Earth observation information. The DA will complement these efforts by collecting on-the-ground data, validating satellite-based assessments, and integrating remote sensing, geographic information systems, and climate and hazard monitoring into agricultural programs.

Secretary Tiu Laurel reinforced the necessity of ground-level confirmation, stating, "No matter how advanced our satellites become, we still need someone on the ground to confirm that what we see is, indeed, a farm."

The collaboration framework does not involve a transfer of funds, with each agency covering its own incidental expenses, ensuring that the initiative is cost-effective and sustainable.
