Manila: The Land Transportation Franchising and Regulatory Board (LTFRB) on Friday urged commuters to report public utility vehicle (PUV) drivers who refuse service. In a statement, LTFRB chair Vigor Mendoza II shared his personal experience when a ride-hailing driver, with vehicle bearing plate no. NHD-1729, refused to accept passengers while Mendoza was assessing the state of public transportation in Metro Manila on Thursday.
According to Philippines News Agency, Mendoza encouraged the public to report such incidents involving any PUVs, asserting that the lack of complaints emboldens drivers to continue such violations. He highlighted that refusal of service is a breach of Item no. 2, Section IV of Joint Administrative Order No. 2014-01.
Mendoza emphasized the importance of passenger complaints, stating that they provide the necessary information for the LTFRB to enforce discipline and ensure compliance with rules by both PUV operators and drivers. A show cause order (SCO) was issued to the operator of the ride-hailing unit, requiring an explanation within five working days as to why her provisional authority should not be canceled or revoked.
The operator has been summoned to a hearing on June 23. Failure to appear or respond will result in a waiver of her right to be heard and a PHP5,000 fine. Commuters are encouraged to lodge complaints through the LTFRB's official email, social media, and hotline 1342.
Mendoza urged collective action to not only maintain road safety but also to safeguard and uphold passenger rights and protection.
