Recto Vows Low-Key, Work-Focused Approach as He Accepts Executive Secretary Post

Manila: Incoming Executive Secretary (ES) Ralph Recto on Monday said he will embrace a low-profile, work-driven approach as he steps into his new role, stressing that it is anchored on governance and service rather than public attention.

According to Philippines News Agency, Recto expressed gratitude to President Ferdinand R. Marcos Jr. for the trust and confidence, saying the appointment comes at a crucial moment for the administration. He dismissed the long-used label ‘Little President,’ emphasizing that the country has only one Chief Executive. “Let us disabuse ourselves of the notion that the Executive Secretary is clothed with some mythical awesome powers,” he said in a statement.

Recto said his marching order is clear: Focus on governance, ensure agencies remain productive, and keep departments shielded from political noise so they can deliver on their mandates. He described his role as ‘taong-bahay (housekeeper),’ committed to monitoring performance and making certain that promises to the public are met.

To carry out the job effectively, Recto said he intends to keep a modest public presence. “I will not be chasing headlines, but deadlines,” he noted, adding that he is prepared to “bury myself in paperwork” to ensure that policies reaching the President are well-vetted and accurately implemented. He also underscored that he is not seeking public attention. “I will not be angling for likes and shares and views. I would rather be a workhorse than a show horse,” he said.

Recto likewise paid tribute to outgoing Executive Secretary Lucas Bersamin, whom he described as a mentor. Recto was attending the Senate budget hearing, as Finance Secretary, when news broke out that he will take over Bersamin’s post. Special Assistant to the President for Investment and Economic Affairs Frederick Go will assume Recto’s position.
