Manila: The Philippines and the United States are set to enhance their defense cooperation to reinforce deterrence along the First Island Chain (FIC), as stated by US Department of War Secretary Pete Hegseth. This announcement came after Hegseth's meeting with Defense Secretary Gilberto Teodoro Jr. on the sidelines of the 2026 IISS Shangri-La Security Dialogue.
According to Philippines News Agency, the meeting underscored America's commitment to fostering a 'stable equilibrium' in the region, ensuring that 'no state, including China, can impose its hegemony.' Hegseth highlighted the significance of the ongoing defense collaboration, which is supported by the most advanced iteration of the Balikatan exercise and the transfer of a Coast Guard cutter.
The First Island Chain comprises a series of islands including Japan, Taiwan, the Philippines, and Borneo, stretching from the East China Sea through the Taiwan Strait to the West Philippine Sea. This chain forms the first line of defense off the East Asian continental mainland.
The 2026 National Defense Strategy (NDS) under the Trump administration has been particularly concerned with China's rapid military expansion. The strategy aims to prevent any single entity from dominating the US and its allies, emphasizing the strategic importance of the FIC in maintaining a 'balance of power in the Indo-Pacific.'
The US and the Philippines recently wrapped up the 2026 Balikatan exercise, which saw participation from troops of several partner nations, including Australia, Japan, Canada, France, and New Zealand, on Philippine soil. Hegseth remarked at the IISS Shangri-La Dialogue that Washington DC is committed to supporting a region where sovereignty is upheld, commerce is unimpeded, and nations have the autonomy to make independent choices.
In addition to discussions with Hegseth, Secretary Teodoro met with New Zealand's Minister of Defense Christopher Penk in Singapore. Their talks focused on expanding military engagements and the significance of the Status of Visiting Forces Agreement (SOVFA) between the two nations. Both parties expressed interest in broadening defense cooperation across various sectors.
The Department of National Defense released a statement on Friday night highlighting Teodoro's emphasis on the 'value of convergence among like-minded countries.' This includes increased engagement with Pacific Island nations to bolster regional partnerships and promote a stable, resilient, and rules-based international order.
