PBBM: Citizen Tips Key in Flood Scam Expos©; Bares Transparency Portal

Manila: President Ferdinand R. Marcos Jr. on Thursday credited citizen reports for helping expose widespread irregularities in flood control projects, as he announced a new transparency portal and digital reforms aimed at tightening oversight and curbing corruption in government infrastructure programs. Speaking at a Palace briefing, Marcos said many of the ongoing investigations were triggered by public complaints sent through the ‘Sumbong sa Pangulo’ platform, launched in August to allow citizens to directly report anomalies to his office.

According to Philippines News Agency, the platform has been instrumental in uncovering numerous cases of misconduct, with over 20,000 reports submitted since its inception just two weeks after the State of the Nation Address (SONA). Marcos emphasized the critical role of ordinary citizens who have provided tips leading to several flood control cases now under investigation. He encouraged the public to continue reporting any suspicious activities that require scrutiny.

The Sumbong sa Pangulo initiative works in tandem with a broader anti-corruption effort involving multiple agencies such as the Independent Commission for Infrastructure (ICI), the Department of Justice (DOJ), and the Office of the Ombudsman. These entities have already filed multiple cases of graft, malversation, and bid-rigging against public works officials and private contractors involved in these irregularities.

In an effort to enhance transparency, the government is developing a portal that will offer public access to comprehensive information on government projects. This initiative aims to foster accountability by providing details on contractors, implementing offices, project locations, and their current status. Marcos outlined that the reforms would target critical areas such as project design, bidding and procurement, and payment systems to bolster transparency, improve data security, and minimize corruption opportunities.

President Marcos also revealed plans to incorporate artificial intelligence (AI) and smart technologies to boost project monitoring and identify anomalies in contract processing and physical implementation. The use of technology will aid in verifying the compliance of construction materials and specifications with required standards. This initiative is part of a broader digital reform strategy focused on ensuring transparency, integrity, and citizen involvement in governance.
