Palace Defends PHP4.5 Billion Confidential Intelligence Funds for 2026

Malaca±ang: The Office of the President’s (OP) proposed PHP4.5 billion confidential intelligence funds (CIF) for 2026 has been defended by Malaca±ang, emphasizing its necessity for national security and ensuring proper utilization.

According to Philippines News Agency, Palace Press Officer Claire Castro highlighted that the allocation, which constitutes nearly half of the PHP10.77-billion total CIF under the 2026 National Expenditure Program (NEP), is crucial because the President serves as the commander-in-chief of the uniformed services and chief architect of national policy, including national security and foreign policy.

Castro stated, “Confidential funds are not inherently wrong if used properly. It only becomes wrong if used by someone corrupt,” during a press briefing at the Palace. She also addressed criticisms from former Finance Undersecretary Cielo Magno, who questioned the President’s moral authority in seeking such a large CIF allocation.

The alleged misuse of these funds in 2022 was among the reasons cited for the impeachment move against Vice President Sara Duterte. As per a 2015 joint circular, confidential expenses relate to surveillance activities in civilian government agencies, while intelligence expenses pertain to intelligence information-gathering activities by uniformed and military personnel that directly impact national security.

Castro further explained that comparisons occur only when there is misuse of certificates or receipts to falsely demonstrate that confidential funds were expended. She also urged the Vice President’s camp to clarify the alleged use of military certifications to justify PHP15 million in confidential intelligence fund expenses.

Lawyer Michael Poa, part of the 16-member defense team for the Vice President’s impeachment case, stated that their team is prepared to address these issues in the “proper forum.”
