LEGAZPI CITY: The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) has called on local government leaders in the Bicol region to establish local peace panels within their jurisdictions as a means to encourage the surrender of insurgents.
According to Philippines News Agency, Christopher Azucena, the OPAPRU-South Luzon Bicol coordinator, emphasized the importance of these panels during the 2024 Media Orientation at Hotel Sentro. Azucena explained that the peace panels would facilitate dialogue between the government and rebel groups, serving as a crucial link to encourage reconciliation. The panels are to be composed of local chief executives, representatives from the religious sector, and uniformed personnel, and will be activated as needed under executive order when rebel groups seek dialogue.
Azucena further stated the necessity for each local government unit (LGU) to implement proactive programs, targeting areas that are either conflict-affected or vulnerable to conflict. H
e stressed the importance of engaging communities in discussions to address local issues and understand the motivations behind individuals joining rebel factions.
Wilson Buerano Jr., the Philippine Information Agency Deputy Director-General for Finance, described the media orientation as a significant step toward fostering unity, peace, and progress in society. He highlighted the commitment under President Ferdinand R. Marcos Jr.’s leadership to promote understanding and reconciliation, aiming for a peaceful and inclusive nation where dialogue and empathy are central to resolving divisions.
Buerano expressed optimism that fostering positive dialogue, shared values, and collective healing would pave the way for a future where peace is a fundamental aspect of daily life.
