NAPC, RBSCC, PhilHealth Sign Deal Enhancing Healthcare Access

Manila: Marginalized communities in Region 4A (CALABARZON) are set to gain broader health protection after key government bodies forged an agreement to aggressively bridge the gap between grassroots basic sectors and essential healthcare services.

According to Philippines News Agency, the National Anti-Poverty Commission (NAPC) announced that it has signed a memorandum of understanding with the Regional Basic Sector Coordinating Council Region 4A (RBSCC R4A) and the Philippine Health Insurance Corporation Regional Office 4A (PhilHealth RO 4A). This collaborative framework emphasizes the importance of ensuring equitable health access. The initiative aims to expand social protection and deliver community-centered healthcare initiatives to bolster regional poverty reduction efforts.

The cooperation outlines a localized approach to implementing PhilHealth's Yaman ng Kalusugan Program (YAKAP) and the Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) Program. RBSCC R4A Regional Coordinator Allein Espinoza highlighted the collaboration's role in maximizing health security at the grassroots level. The shared goal is to bring underutilized health services closer to these communities and make healthcare more accessible to marginalized groups.

Under the agreement, the RBSCC CALABARZON will act as the frontline link to NAPC's 14 basic sectors. The council will lead sectoral mobilization, beneficiary validation, and conduct information campaigns to ensure that eligible members, particularly unregistered individuals protected under the Magna Carta of the Poor, are enrolled and informed of their PhilHealth privileges.

To support this community-led initiative, PhilHealth has committed to providing council members with technical assistance, capacity-building training, and updated information, education, and communication materials. Concurrently, NAPC will oversee policy alignment, resource mobilization, and inter-agency convergence to integrate the localized health initiatives into the national government's broader social protection agendas.

PhilHealth RO 4A Regional Vice President Dr. Edwin Ori±a emphasized the significance of transitioning toward proactive healthcare through the YAKAP Program. He noted that its preventive healthcare approach and expanded benefits are accessible to Filipinos regardless of illness status, covering services like consultations, laboratory services, medicines, dental care, and other health services.

NAPC Administrative, Financial, and Management Service Director Alexis Lapiz commended the council's leadership and expressed optimism that the model might be strengthened further and replicated in other regions. An open forum during the program allowed sectoral council members to address community concerns about healthcare accessibility, registration protocols, healthcare provider assignment, local coordination, and benefit utilization.
