Marcos Inaugurates Cebu ‘Pag-Abot Center’ for Homeless Initiatives

Liloan: President Ferdinand R. Marcos Jr. inaugurated the Pag-Abot Processing Center in Liloan, Cebu, marking a significant step in the government's initiative to assist street dwellers in transitioning to stable housing.

According to Philippines News Agency, the facility is part of a program by the Department of Social Welfare and Development (DSWD) aimed at providing essential services to the homeless, including health care, food, clothing, psychosocial support, livelihood assistance, temporary shelter, and family reintegration. In Cebu alone, more than 600 homeless individuals have been recorded.

The Pag-Abot Program is designed to help these individuals lead more stable and dignified lives. Launched in 2023 and set to be institutionalized in 2024, the program is a collaborative effort between the DSWD, the Department of the Interior and Local Government (DILG), and local government units. It seeks to enroll qualified beneficiaries in the Pantawid Pamilyang Pilipino Program (4Ps) and other social protection initiatives.

During his visit, President Marcos received a briefing from DSWD Secretary Rex Gatchalian and toured the facility's various sections. These included areas for clinic services, beneficiary processing and profiling, biometrics, clothing distribution, storage, laundry, kitchen, dining, administrative offices, and spaces dedicated to senior citizens, isolation, prayer, and activities.

The second floor of the facility features child-minding and multipurpose areas, a lactation room, quarters for house parents, and separate sleeping quarters and communal bathrooms for male, female, and family beneficiaries. The Pag-Abot Processing Center serves as a temporary home for beneficiaries while they undergo assessment and structured community reintegration.

The event was also attended by Tourism Secretary Christina Frasco, Cebu 5th District Rep. Vincent Franco Frasco, Liloan Mayor Aljew Fernando Frasco, and Liloan Vice Mayor Margarita Frasco.
