Manila:The Intellectual Property Office of the Philippines (IPOPHL) is seeking public input on a draft guideline aimed at establishing copyright registration for creative works that incorporate artificial intelligence (AI).
According to Philippines News Agency, Emerson Cuyo, director of IPOPHL's Bureau of Copyright and Related Rights, stated that two public consultations have already been conducted, and the organization continues to receive comments and feedback. A draft will be submitted to IPOPHL officials, and further consultations may be held if deemed necessary.
The measure is designed to protect Filipino artists amidst the growing prevalence of AI in artwork creation. The draft guidelines propose four categories for classification AI-assisted, AI-enhanced, hybrid work, and purely AI-generated work. Cuyo also noted that the guidelines would require the registration of the AI system or model itself, as it is protected as a computer program under the Intellectual Property Code. However, works involving AI cannot be registered automatically.
Cuyo emphasized that registration would only be possible if there is sufficient original and creative contribution from a human. AI-assisted or purely AI-generated content is not protected and must be declared upon registration.
