House Unveils Initiatives to Combat Corruption, Restore Public Trust

Manila: Speaker Faustino Dy III on Tuesday announced two initiatives to fight corruption, strengthen accountability, and restore trust in government. In his speech at the resumption of sessions, Dy stated that the House of Representatives would lead by example in pursuing reforms that uphold integrity and responsibility in public service through the swift passage of the Independent Commission Against Infrastructure Corruption (ICAIC) bill and the filing of the Anti-Dynasty bill.

According to Philippines News Agency, Dy emphasized the persistent challenge of corruption, describing it as a significant barrier to progress and a persistent societal wound. He likened corruption to rust in government, which gradually erodes public trust, citing it as the root cause of unfinished projects, stalled services, and unfulfilled promises.

Dy elaborated that the ICAIC bill aims to establish an independent body responsible for investigating and prosecuting individuals involved in ghost and anomalous infrastructure projects, particularly in flood control programs. He stressed that there would be no delays in passing this measure, as the public has zero tolerance for corruption, and expressed a commitment to passing the bill before the House adjourns in December.

In addition to the ICAIC bill, Dy announced the House’s intention to address the constitutional mandate against political dynasties by taking up the Anti-Dynasty bill. This legislation aims to clearly define political dynasty to promote fairness, competition, and broader participation in governance. Dy clarified that the goal is to expand opportunities for more Filipinos to serve and participate in government, rather than to obstruct anyone.

Dy affirmed that these twin reforms reflect the House’s determination to regain public trust through concrete actions rather than rhetoric. He urged his colleagues to demonstrate, through deeds rather than words, that they are open and ready to listen to their fellow citizens, as this is where the true direction of the government originates.
