Gov’t, UnionBank Collaborate to Enhance Digital Tax Payment System

Pasig city: The Bureau of Internal Revenue (BIR), Bureau of the Treasury (BTr), and UnionBank have signed a memorandum of agreement (MOA) to integrate UnionBank's UPay Facility into the national collection system. This strategic partnership is set to offer taxpayers more accessible and convenient options for paying taxes and other government-related obligations via web and mobile channels.

According to Philippines News Agency, the partnership aims to improve efficiency, transparency, and security in electronic tax payments. It also ensures timely remittances and accurate collection records. The MOA, signed at the UnionBank Plaza in Pasig City, consolidates previous agreements that recognized UnionBank as an Authorized Agent Bank for the collection and remittance of National Internal Revenue Taxes and Customs Duties.

BIR Commissioner Charlito Martin Mendoza noted that the agreement is a key component of the bureau's ongoing modernization efforts to enhance the taxpayer experience and strengthen revenue administration. Mendoza emphasized that the UPay Facility reduces the need for in-person queues and manual processing, thereby simplifying the tax payment process and fostering greater voluntary compliance.

The initiative is in line with President Ferdinand R. Marcos Jr.'s directive to improve service excellence across government sectors and aligns with the Department of Finance's economic reform agenda. UnionBank President and CEO Ana Maria Aboitiz Delgado stated that the bank intends to offer secure and accessible payment channels to support national development. UnionBank will continue to provide multiple payment options, including over-the-counter payments, digital banking channels, and UPay leveraging various electronic payment rails.

Treasurer of the Philippines Sharon Almanza highlighted the role of digital transformation in enhancing public financial management and taxpayer access to government services. Almanza stated that the MOA and the UPay Facility will introduce secure, convenient, and cost-effective digital payment solutions that will boost remittances and improve transparency.
