Manila: Senator Francis Pangilinan announced that the recent issuance of Executive Orders 100 and 101, along with the government’s rice import ban and increased rice tariffs, are set to bolster local production and secure fair income for farmers and fisherfolk. Pangilinan, who authored the Sagip Saka Act (Republic Act 11321), emphasized that these measures indicate a move toward agricultural governance.
According to Philippines News Agency, Pangilinan described these steps as crucial lifelines for Filipino farmers, fisherfolk, and consumers, especially amidst rising fuel prices and a series of calamities, including earthquakes and typhoons affecting various provinces. He highlighted that these actions reflect a decisive change toward appreciating those who provide food for the nation.
Executive Order 100 mandates the Department of Agriculture to establish a floor price for palay, taking into account production costs and market conditions. It also includes a trigger mechanism for intervention if prices drop below sustainable levels. Meanwhile, Executive Order 101 enforces the full implementation of the Sagip Saka Act, enabling national and local agencies to procure produce directly from farmers and fisherfolk without the need for public bidding.
Pangilinan remarked that the two executive orders are complementary, with EO 100 safeguarding farmers from predatory pricing and EO 101 ensuring the government becomes their largest and most dependable buyer. He asserted that these combined measures could help protect local producers from economic disruptions.
