Ex-Sandigan Justice to Testify in VP Sara Impeachment Trial

Manila: Retired Sandiganbayan Presiding Justice Amparo Cabotaje-Tang will lead the witnesses to be presented by the House prosecution when it begins presenting Article II of the impeachment complaint against Vice President Sara Duterte on Monday.

According to Philippines News Agency, House prosecutor and Bicol Saro party-list Rep. Terry Ridon noted that Cabotaje-Tang is among the three witnesses named in subpoenas requested by the prosecution panel before the Senate impeachment court. Cabotaje-Tang is set to discuss principles governing public accountability, integrity in public office, and mechanisms for addressing undisclosed and unexplained wealth and prohibited business interests.

Article II of the impeachment complaint accuses Duterte of acquiring unexplained wealth allegedly disproportionate to her lawful income as a public official. It also alleges that Duterte made inaccurate declarations in her Statement of Assets, Liabilities, and Net Worth (SALN) and maintained business interests while in public office.

The prosecution will also call upon lawyer Karen Batu, officer-in-charge of the Records Division of the Office of the Ombudsman, who is expected to testify on Duterte's SALN records, including her submitted declarations. Ridon emphasized the focus on the details of the Vice President's SALN submissions.

Additionally, lawyer Gerardo del Rosario, director of the Company Registration and Monitoring Department of the Securities and Exchange Commission (SEC), will testify on the authentication and identification of corporate records linked to Duterte. Ridon highlighted the importance of these records in the proceedings.

Ridon and Akbayan party-list Rep. Chel Diokno will serve as co-counsels for the House prosecution panel during the presentation of Article II. The prosecution and defense panels spent the past two days marking evidence, which includes bank transaction records, tax documents, and SEC and Anti-Money Laundering Council records involving Duterte and her husband, Manases "Mans" Carpio.

Ridon mentioned that the unexplained wealth team is preparing for the opening of this article and aims to conclude the hearings, possibly before the middle or start of October, depending on the extent of the proceedings.
