EU and Philippines Explore Defense Cooperation Modalities

Makati city: The European Union (EU) and the Philippines are currently engaged in discussions aimed at enhancing their defense cooperation, as revealed by EU Ambassador to the Philippines, Massimo Santoro. Speaking at a Stratbase ADR Institute Forum in Makati City, Santoro highlighted the ongoing talks focused on formulating modalities that could potentially lead to a significant defense collaboration between the two parties.

According to Philippines News Agency, Santoro emphasized the EU’s commitment to strengthening ties with the Philippines, particularly in areas such as training and the provision of concrete defense equipment. He noted that while an agreement has not yet been finalized, the discussions represent a crucial step towards bolstering defense partnerships in the Southeast Asian region.

Currently, the EU maintains eight security and defense partnerships globally, including alliances with Canada, the United Kingdom, South Korea, Japan, and Norway. Each partnership is uniquely tailored to address specific areas of cooperation, ranging from peace and conflict prevention to enhancing defense capabilities. In the case of the Philippines, the specifics of the partnership are still under discussion, but the overarching aim is to establish a framework that effectively enhances defense cooperation.

Ambassador Santoro explained that the proposed cooperation would operate under a European framework, distinct from bilateral agreements between EU member states. The focus is on developing mechanisms that foster collaboration rather than a formal agreement. This initiative aligns with the EU’s strategic interest in investing in the stability of the Asia-Pacific region, with the Philippines identified as a like-minded partner in terms of security, defense, and adherence to international rules-based order.

Highlighting the significance of this partnership, Santoro stated that the Philippines’ alignment with the EU’s values and strategic goals makes it an essential partner in the region. In recognition of this partnership, the EU and the Philippines are set to hold their inaugural defense and security dialogue in Brussels on November 25.
