E-Hearings Enhance Justice Delivery in Calapan’s Penal System

Calapan city: Persons deprived of liberty (PDLs) at the Calapan City District Jail have experienced a transformation in their court hearing processes, thanks to the Tech4ED (Technology for Education, Employment, Entrepreneurs, and Economic Development) program introduced by the Department of Information and Communications Technology (DICT).

According to Philippines News Agency, the introduction of e-Hearings has enabled court proceedings to be conducted directly within the jail facility. This is achieved through the use of computers and an internet connection, which has resulted in expedited and more efficient trial processes. A significant benefit of this system is the reduction in government expenses and travel time while ensuring enhanced security, as PDLs remain within the detention facility during hearings, thereby minimizing the risk of escape and other security threats.

During the Covid-19 pandemic, e-Hearings proved crucial by allowing legal cases to continue without exposing PDLs, jail personnel, judges, and lawyers to health hazards. Jail Officer 3 Joefrie Anglo, regional information officer of the Bureau of Jail Management and Penology (BJMP)-Mimaropa, emphasized that the program aligns with the bureau’s goal to modernize jail operations, maintaining its commitment to the humane safekeeping of PDLs. “Through e-Hearings, we are able to ensure that justice continues without unnecessary delays, while also prioritizing the safety and welfare of PDLs and personnel,” Anglo stated.

Tech4ED is a government initiative aimed at integrating technology and information into communities, with its application extending into the justice sector. The implementation of e-Hearings at Calapan City District Jail highlights the potential of technology in facilitating faster, safer, and more humane justice delivery.
