Manila: The Department of Social Welfare and Development (DSWD) announced on Thursday a temporary suspension in the issuance of Guarantee Letters (GLs) associated with the Assistance to Individuals in Crisis Situation (AICS).

According to Philippines News Agency, DSWD Assistant Secretary Irene Dumlao informed reporters during the department’s weekly media forum that the last day for issuing guarantee letters should not extend beyond December 13. This measure aims to facilitate the annual liquidation process and ensure that payments are completed to service providers who have already assisted beneficiaries. Despite the suspension of GLs, Dumlao emphasized that the provision of AICS assistance will not be affected for clients in crisis.

Individuals in need will still be able to access cash assistance for services valued at PHP10,000 or less. Dumlao explained that the DSWD would continue to support AICS clients with cash assistance of up to PHP10,000. She assured that once all outstanding obligation requests a
nd disbursement vouchers are settled, the issuance of guarantee letters would resume next year.

The AICS program is a vital part of DSWD’s offerings, providing critical support such as medical, burial, transportation, education, and food assistance, along with financial aid for other urgent needs of individuals and families in crisis.

Additionally, the DSWD official announced that the agency would temporarily halt its offsite payouts to concentrate on finalizing financial requirements. Dumlao encouraged clients to visit the DSWD’s Satellite Offices or Field Offices for assistance, as offsite payouts conducted in locations like covered courts or barangay halls will be suspended for the time being.
