DOJ Reschedules Bulacan Ghost Flood Projects Hearing to November 14

Manila: The Department of Justice (DOJ) has rescheduled the initial hearing for the preliminary investigation into the ghost flood control projects in Bulacan province. Originally set for Monday, the hearing will now take place on November 14, 2025, due to the suspension of work in government offices caused by Super Typhoon Uwan.

According to Philippines News Agency, DOJ spokesperson Polo Martinez informed reporters that the hearing, concerning five cases related to the flood control projects, will convene on the new date, allowing respondents to receive copies of the complaints. The cases involve former and current officials and personnel from the Department of Public Works and Highways (DPWH), including former district engineer Henry Alcantara, assistant district engineers Brice Ericson Hernandez and Jaypee Mendoza, project engineers Arjay Domasig and Nino Lawrence Morales, finance section chief Juanito Mendoza, administrative section chief Floralyn Simbulan, and cashier Christina Mae Pineda.

Also named as a respondent in the case is Sally Santos, a representative of Syms Construction. The preliminary inquiry will address charges of malversation through falsification of public documents under Article 217 in relation to Article 171, Paragraph 4 of the Revised Penal Code (RPC); perjury under Article 183 of the RPC; and graft under Section 3(e) of Republic Act No. 3019, the Anti-Graft and Corrupt Practices Act.
