DOH Activates Emergency Operations Center in Response to Typhoon Threats

Manila: The Department of Health (DOH) has activated its National Public Health Emergency Operations Center (PHEOC) as the Marcos administration declares a one-year state of national calamity due to the extensive damage caused by Typhoon Tino, and in preparation for the potential impact of Typhoon Uwan.

According to Philippines News Agency, the DOH announced that the PHEOC will function as the central hub for coordinating health-related emergency responses, particularly during the anticipated effects of Typhoon Uwan. The DOH emphasized that the PHEOC will establish a clear chain of command and facilitate coordinated efforts between the DOH and local response partners.

The DOH highlighted that the PHEOC will strengthen the response mechanisms from the national level down to local government units. It assured the public of its commitment to intensifying responses to health-related emergencies, especially with the activation of the PHEOC.

The activation follows President Ferdinand R. Marcos Jr.’s signing of Proclamation 1077, aimed at speeding up rescue, relief, recovery, and rehabilitation efforts after Typhoon Tino’s devastation. DOH Secretary Ted Herbosa has been appointed as the DOH National PHEOC Responsible Officer, with DOH Assistant Secretary Gloria Balboa serving as the incident manager.

In a separate communication, the DOH mentioned that hospitals across Northern Luzon are preparing for health emergencies as Typhoon Uwan approaches. DOH Bicol has already prepositioned PHP7.9 million worth of standby supplies, including family kits and a water tanker, for immediate response.

Typhoon Uwan is currently being monitored within the Philippine Area of Responsibility and is expected to intensify as it approaches Luzon.

In addition, the DOH has PHP135.22 million worth of health supplies and equipment ready for immediate deployment to support recovery efforts from Typhoon Tino and in anticipation of Typhoon Uwan. The agency has already deployed emergency response teams to the areas most affected by Typhoon Tino, including Cebu, to provide essential services such as first-aid, nutritional assessment, and mental health support.

The National Disaster Risk Reduction and Management Council (NDRRMC) reported that Typhoon Tino has impacted 823,977 families, totaling 2.9 million individuals, with 73,214 families, or 282,490 persons, seeking refuge in evacuation centers.
