DOF Chief Confirms PHP17.85 Billion Released for Calamity Aid

Manila: A total of PHP17.85 billion has been released under the National Disaster Risk Reduction and Management Fund (NDRRMF), in line with President Ferdinand R. Marcos’ directive to ensure aid for calamity victims. Of the total, about PHP13.96 billion has been released under the Quick Response Fund (QRF) as of November 10, according to the Department of Finance on Wednesday.

According to Philippines News Agency, Finance Secretary Ralph Recto emphasized the importance of having government funds ready to respond immediately to emergencies. As the national fundraiser, the Department of Finance ensures that there are adequate funds and capacity to meet the needs of Filipinos during calamities. The NDRRMF is appropriated annually, and the QRF is part of this, providing key government agencies with standby funds for rehabilitation and recovery in disaster-affected communities.

The Department of Finance stated that the most recent QRF release amounted to PHP1.68 billion and was made this month to support relief and rehabilitation efforts in areas impacted by Typhoon Tino (international name Kalmaegi) and Super Typhoon Uwan (international name Fung-wong). The Department of Agriculture will receive the largest portion, totaling PHP1 billion, to bolster its recovery and rehabilitation initiatives in regions affected by African swine fever and recent tropical cyclones. Additionally, the Department of Social Welfare and Development will receive PHP631.03 million to supply family food packs, non-food essentials, relief goods, and emergency cash transfers to 58,962 families.

The Philippine Coast Guard is set to receive PHP53.01 million to enhance its relief, rehabilitation, and search-and-rescue operations in calamity-stricken areas. In addition to the NDRRMF, Secretary Recto noted that calamity aid is also provided by various government-owned and controlled corporations. For instance, the Land Bank of the Philippines has extended PHP5.8 million in cash assistance to local governments in Cebu to support earthquake victims. Other organizations, such as the Government Service Insurance System and the Social Security System, offer emergency and calamity loans, while the Home Development Mutual Fund provides calamity loans and insurance claims for affected housing loan borrowers.
