DepEd Unveils Guidelines to Combat El Niño’s Impact on Education

Manila:The Department of Education (DepEd) has released comprehensive guidelines to ensure the safety and continuity of learning amid the anticipated 'very strong' El Niño phenomenon affecting schools nationwide.

According to Philippines News Agency, DepEd Secretary Sonny Angara emphasized the need for proactive measures to maintain a safe learning environment and protect the welfare of students, teachers, and personnel. "We cannot afford to wait until extreme heat hits before we act. Our plan this year is proactive, deliberate, and organized," Angara stated.

The guidelines, outlined in DepEd Memorandum No. 64, series of 2026, require schools to implement measures based on local conditions rather than blanket suspensions. A practical, localized decision-making tool will be employed by school administrators, who will use daily temperature and humidity readings to guide their actions.

The 4H framework—Hayo, Hinay, Hinga, and Hinto—will be key in decision-making. This framework outlines varying actions depending on heat conditions, ranging from continuing face-to-face classes under manageable conditions to suspending classes when the heat index poses health risks.

Furthermore, schools are instructed to assess water supply reliability, maintain feeding programs, and conduct safety inspections. Learners and staff may opt for light, breathable uniforms to cope with the heat. The DepEd is also exploring long-term solutions like solar energy to enhance sustainability in schools.
