Tacloban city: The Department of Education (DepEd) has ordered an immediate review of school safety guidelines and learner protection measures at the school level, following a fatal shooting incident at San Jose National High School in Tacloban City that resulted in the deaths of three students.
According to Philippines News Agency, Education Secretary Sonny Angara emphasized the urgency of providing timely support to young people facing challenges to prevent them from escalating into crises. He stated, "The tragedy in Tacloban is a painful reminder that learner protection requires constant vigilance and shared commitment." Angara highlighted the importance of understanding not only the circumstances surrounding the incident but also exploring ways to enhance support and protective systems for learners.
The review will focus on the implementation of the Guidelines on Ensuring a Safe and Motivating Learning Environment (ESMLE) under DepEd Order No. 006, series of 2026, as well as existing learner protection mechanisms, including the Child Protection Policy and anti-bullying measures. Additionally, the assessment will cover school-based mental health and psychosocial support programs. Angara stressed that these measures should align with the protocols of relevant agencies such as the Philippine National Police, Department of Health, Department of Social Welfare and Development, and local government units.
"This is a conversation that must involve not only schools, but families, communities, local governments, and all institutions entrusted with the welfare of children," Angara stated, emphasizing the collaborative effort needed for learner protection. He also noted the critical role of families and communities, pointing out that many challenges affecting children originate beyond school grounds and require coordinated interventions.
To bolster support systems, DepEd continues to implement its Learner Support Framework, featuring parent engagement initiatives under the Kaagapay Program, the Learner Tele-Consultation and Contact Hub, peer support programs, guidance and counseling services, and a growing network of Learner Support Centers nationwide. In response to the incident, the Schools Division Office of Tacloban City has convened emergency security meetings with school officials and activated Psychological First Aid and psychosocial support services for affected learners, parents, and school personnel.
Schools severely impacted by the incident, including San Jose Central School and Manlurip Elementary School, have transitioned to education-in-emergencies modalities, while classes at San Jose National High School remain suspended until June 26. DepEd reported that 57 public schools in the division have resumed classes after temporary suspensions to facilitate emotional processing among students and staff.
