Davao: Davao del Norte First District Representative De Carlo Uy has renewed his call for a thorough review and amendment of the Juvenile Justice and Welfare Act (JJWA). He aims to find a balance between rehabilitating minors, ensuring accountability for serious crimes, and protecting the public and victims.
According to Philippines News Agency, Uy raised this concern following a series of rising school violence incidents involving minors across the nation. A recent incident at San Jose National High School in Tacloban City resulted in the death of three students and injured 20 others. Uy highlighted the necessity for stronger policies, citing the case of Sophia Marie Coquilla in Tagum City, a victim of a brutal crime involving minors.
Rep. Uy emphasized the importance of House Bill No. 5307, filed in October 2025, which seeks to enhance the implementation of the JJWA. The bill aims to increase accountability for minors involved in serious crimes and clarify the responsibilities of parents and guardians. Uy also called for improved coordination among the Department of Education, police, local government units, parents, and school administrators to strengthen school security, mental health support, and youth protection programs.
Uy stressed that achieving justice, accountability, and collective action is crucial to ensuring the safety and welfare of the youth.
