DAR Aims to Conclude Project SPLIT in Ilocos Norte by Next Year

Ilocos Norte: The Department of Agrarian Reform (DAR) is aiming to complete the Support to Parcelization of Lands for Individual Titling (SPLIT) project in Ilocos Norte by next year, with plans to subdivide the remaining 6,000 hectares of land.

According to Philippines News Agency, engineer Vic Ines, Director III of DAR-Ilocos Norte, highlighted that the agency has been actively assisting individual beneficiaries in acquiring the necessary documents to subdivide their properties under Project SPLIT. “By next year, we hope to complete the SPLIT project with [the] remaining 6,000 hectares which need to be subdivided into individual titles,” Ines stated.

Project SPLIT, a major initiative funded by the World Bank, seeks to expedite the subdivision of Collective Certificate of Land Ownership Award (CCLOA) to empower farmer-beneficiaries with full ownership and control over the land they cultivate. Aligning with President Ferdinand R. Marcos Jr.’s directive to hasten land title distribution, the World Bank has extended the project’s timeline until 2027.

Originally launched in 2020, the project was expected to conclude in 2024. However, due to the extensive preparation required for relevant documentation, DAR requested a three-year extension to finalize the subdivision of approximately 1.38 million hectares of CCLOA across the nation. In Ilocos Norte, Ines noted that there has been significant progress in processing individual e-land titles under Project SPLIT.
