Quezon city: The Police Regional Office – Cordillera Administrative Region (PROCAR) has attributed its receipt of the Philippine National Police’s (PNP) Best Regional Office award for 2025 to its strong culture of discipline and innovative community programs. The award was conferred by President Ferdinand R. Marcos Jr. and PNP Chief Gen. Nicholas Torre during the PNP Service Anniversary rites, with PROCAR Director Brig. Gen. Ericson Dilag accepting the accolade.
According to Philippines News Agency, PROCAR spokesperson Capt. Clotheldee Pacuyan emphasized that the honor reflects not only operational excellence but also the trust and safety felt by the Cordillerans. The region’s recognition as the “Home of the Most Disciplined Cops” is attributed to programs such as ‘Tagapagpatupad,’ ‘Panag-aywan Ti Kailyan,’ and ‘Project Talyer,’ which were instrumental in earning the award during the anniversary.
Pacuyan further noted that PROCAR has consistently exceeded national law enforcement targets, pursued ISO certification for service quality, and maintained a high public trust rating. The award signifies the region’s exemplary performance and exceptional achievements, which have significantly contributed to national interests, improved the PNP’s image, and delivered tangible benefits to the community.
Survey results from the 2024 Web-Based Online Community Engagement Survey (WEBOCES) indicated a 97.13 percent regional trust index and a 97.17 percent respect index. Administrative reforms have also resulted in a 36 percent drop in personnel with administrative cases, with only 0.75 percent of its 9,332-strong force facing pending charges.
The ‘Tagapagpatupad’ initiative has reduced cases of Violence Against Women and Children from 672 to 283 and rape incidents from 210 to 89. Additionally, Project Talyer has promoted road safety through vehicle maintenance education. The ‘Panag-aywan Ti Kailyan’ program delivered quick-impact projects to marginalized communities, while the ‘Alay na Dunong at Edukasyon ni Kuya’ initiative provided scholarships to deserving students.
Operationally, PROCAR has achieved significant gains in anti-illegal drugs operations, the campaign against loose firearms, and crime clearance and solution efficiency, surpassing government targets by 19.13 and 11.13 percentage points, respectively. Brig. Gen. Dilag encouraged personnel to use the recognition as motivation to continue innovating, improving, and serving the community, highlighting the professionalism, bravery, and integrity that have made PROCAR a model for other regions and enhanced the safety and well-being of communities.
